By the NEC you can feed a sub panel with any size breaker and the reason is you can undersize the wire and breaker but you just can't exceed the panel board rating which I'm guessing it was a 125 amp panel. The panel can be set up as a service entrance or sub-panel and the 100AMP breaker came with it. Square D web site had good documentation on the installation options and the part number for the bonding kit to install as a Service Entrance. The panel requires Homeline breakers. I found 20AMP Homeline breakers here on Amazon for $1.50 each.
